It is grown: keep watering [[NewRanch:Parched Soil|Parched Soil]] in the [[NewRanch:Dried Fields|Dried Fields]] until it has passed through Moist and Green. Until Skeletron has been defeated, the ground cannot get past Moist, so Fertile Soil is out of reach.
